Rostov-on-Don is a city in southern Russia; the administrative center of the Rostov Region, and the administrative center of the Southern Federal District (since May 13, 2000). It was founded by the Letter of the Empress Elizabeth Petrovna dated December 15, 1749. Today's Rostov is a city of contrasts, where the iridescent lining of modern business centers peeks out from behind the solid merchant mansions, where neat parks contrast with the littered squares of the suburbs and where the traditions of the Orthodox Cossacks peacefully coexist with Caucasian customs. The city is a major administrative, cultural, scientific, educational, industrial center and the most important transport hub in the South of Russia. Rostov-the port of the five seas, a major industrial, scientific and cultural center of the south of the country, an important hub of transport routes. Rostov without exaggeration can be attributed to the greenest cities in Russia, which is not quite typical for the southern regions. The reason for the local people's love of plants goes back to 1910.
